In the work of the yearly test, enterprise has to hand in the Annual Inspection report to submit the running status to the Bureau of Industry and Commerce. By checking over annual inspection reports, the Bureau of Industry and Commerce decide whether the enterprise passes the test and whether it can continue to run. Every local Bureau of Industry and Commerce has to input a large number of figures of enterprises’ reports into database. Manual input is slow and its correctness is doubtful. To improve the efficiency and correctness, WINTONE communicates and cooperates with relevant sectors of Industry and Commerce. Applying the automatic form-input recognition system, WINTONE releases WINTONE Industrial-Commercial Annual Inspection Form Recognition System, which provides sectors of Industry and Commerce with solution for Industrial-Commercial Annual Inspection.

Through the following work flow, applying the WINTONE Form Recognition System, it recognizes Industrial-Commercial annual inspection forms as text files and transfers them into database for store.

1. For the reason that original forms are handwriting, those forms will be re-designed and kept certain space between each character in order that it will be easier to recognize. The re-designed form is shown as the following:
2. After the design of the forms, the form template editor in the WINTONE form recognition system will generate them into the corresponding template files.
3. It uploads the newly generated template files into the Industrial-Commercial Annual Inspection Form Recognition System.
4. When enterprises do the yearly tests, it submits annual inspection reports as well as the Beijing Enterprise Figure Scanning Forms to sectors of Industry and Commerce.
5. After scanning recognition of annual inspection reports by scanners, the reports will be formed into text files. We provide with interfaces and input the figures into the Beijing Annual Inspection System developed by Bureau of Beijing Industry-Commercial Management.
